進(jìn)口食品境外生產(chǎn)企業(yè)，應(yīng)當(dāng)獲得海關(guān)總署的注冊(cè)，中國(guó)海關(guān)總署統(tǒng)一負(fù)責(zé)進(jìn)口食品境外生產(chǎn)企業(yè)的注冊(cè)管理工作。

一、哪些企業(yè)需要辦理進(jìn)口食品境外生產(chǎn)企業(yè)注冊(cè)

1、從2022年1月1日起，向中國(guó)出口食品的所有境外生產(chǎn)、加工、貯存企業(yè)，均需要辦理食品境外生產(chǎn)企業(yè)注冊(cè)；

2、向中國(guó)出口食品添加劑與食品相關(guān)產(chǎn)品的生產(chǎn)加工貯存企業(yè)，不需要辦理食品境外生產(chǎn)企業(yè)注冊(cè)。

1. Starting from January 1, 2022, all overseas production, processing, and storage companies exporting food to China will need to register for overseas food production companies;

二、如何辦理進(jìn)口食品境外生產(chǎn)企業(yè)注冊(cè)

1、以下十八類進(jìn)口食品的境外生產(chǎn)企業(yè)，由所在國(guó)家（地區(qū)）主管當(dāng)局向中國(guó)的海關(guān)總署推薦注冊(cè)：

肉與肉制品、腸衣、水產(chǎn)品、乳品、燕窩與燕窩制品、蜂產(chǎn)品、蛋與蛋制品、食用油脂和油料、包餡面食、食用谷物、谷物制粉工業(yè)產(chǎn)品和麥芽、保鮮和脫水蔬菜以及干豆、調(diào)味料、堅(jiān)果與籽類、干果、未烘焙的咖啡豆與可可豆、特殊膳食食品、保健食品。

2、以上十八類食品以外的其他食品進(jìn)口境外生產(chǎn)企業(yè)，可自行或者委托代理人向中國(guó)的海關(guān)總署提出注冊(cè)申請(qǐng)。

三、申請(qǐng)進(jìn)口食品境外生產(chǎn)企業(yè)注冊(cè)所需資料：【十八類特殊食品】

進(jìn)口食品境外生產(chǎn)企業(yè)，經(jīng)所在國(guó)家（地區(qū)）主管當(dāng)局審核檢查確認(rèn)符合注冊(cè)要求后，向海關(guān)總署推薦注冊(cè)并提交以下申請(qǐng)材料：

1、所在國(guó)家（地區(qū)）主管當(dāng)局推薦函；

2、企業(yè)名單與企業(yè)注冊(cè)申請(qǐng)書；

3、企業(yè)身份證明文件，如所在國(guó)家（地區(qū)）主管當(dāng)局頒發(fā)的營(yíng)業(yè)執(zhí)照等；

4、所在國(guó)家（地區(qū)）主管當(dāng)局推薦企業(yè)符合本規(guī)定要求的聲明；

5、所在國(guó)家（地區(qū)）主管當(dāng)局對(duì)相關(guān)企業(yè)進(jìn)行審核檢查的審查報(bào)告。

6、企業(yè)食品安全衛(wèi)生和防護(hù)體系文件，如企業(yè)廠區(qū)、車間、冷庫的平面圖，以及工藝流程圖等。

四、普通進(jìn)口食品境外生產(chǎn)企業(yè)注冊(cè)所需材料：【十八類食品以外的生產(chǎn)企業(yè)】

1、企業(yè)注冊(cè)申請(qǐng)書：內(nèi)容應(yīng)當(dāng)包括企業(yè)名稱、所在國(guó)家（地區(qū)）、生產(chǎn)場(chǎng)所地址、法定代表人、聯(lián)系人、聯(lián)系方式、所在國(guó)家（地區(qū)）主管當(dāng)局批準(zhǔn)的注冊(cè)編號(hào)、申請(qǐng)注冊(cè)食品種類、生產(chǎn)類型、生產(chǎn)能力等信息。

2、企業(yè)身份證明文件，如所在國(guó)家（地區(qū)）主管當(dāng)局頒發(fā)的營(yíng)業(yè)執(zhí)照等；

3、企業(yè)承諾符合本規(guī)定要求的聲明。
