根據(jù)《食品安全法》和《進(jìn)出口食品安全管理辦法》的相關(guān)規(guī)定,進(jìn)口預(yù)包裝食品應(yīng)當(dāng)有中文標(biāo)簽,且中文標(biāo)簽應(yīng)符合以下要求:

  1. 基本規(guī)范

    • 應(yīng)符合法律、法規(guī)的規(guī)定,并符合相應(yīng)食品安全標(biāo)準(zhǔn)的規(guī)定。
    • 應(yīng)清晰、醒目、持久,應(yīng)使消費(fèi)者購(gòu)買時(shí)易于辨認(rèn)和識(shí)讀。
    • 應(yīng)通俗易懂、有科學(xué)依據(jù),不得標(biāo)示封建迷信、色情以及貶低其他食品或違背營(yíng)養(yǎng)科學(xué)常識(shí)的內(nèi)容。
    • 應(yīng)真實(shí)、準(zhǔn)確,不得以虛假、夸大、使消費(fèi)者誤解或欺騙性的文字、圖形等方式介紹食品,也不得利用字號(hào)大小或色差誤導(dǎo)消費(fèi)者。
    • 不應(yīng)直接或以暗示性的語(yǔ)言、圖形、符號(hào)誤導(dǎo)消費(fèi)者將購(gòu)買的食品或食品的某一性質(zhì)與另一產(chǎn)品混淆。
    • 不應(yīng)標(biāo)注或者暗示具有預(yù)防、治療疾病作用的內(nèi)容,非保健食品不得明示或者暗示具有保健作用。
    • 應(yīng)使用規(guī)范的漢字(商標(biāo)除外),同時(shí)也可以同時(shí)使用外文,但應(yīng)與中文有對(duì)應(yīng)關(guān)系(商標(biāo)、進(jìn)口食品的制造者和地址、國(guó)外經(jīng)銷者的名稱和地址、網(wǎng)址除外),且所有外文不得大于相應(yīng)的漢字(商標(biāo)除外)。
  2. 具體內(nèi)容

    • 標(biāo)簽應(yīng)當(dāng)標(biāo)明食品的名稱、規(guī)格、凈含量、生產(chǎn)日期。
    • 應(yīng)標(biāo)明成分或者配料表,以及所使用的食品添加劑在國(guó)家標(biāo)準(zhǔn)中的通用名稱。
    • 應(yīng)標(biāo)明進(jìn)口商、代理商或經(jīng)銷者的名稱、地址和聯(lián)系方式(可不標(biāo)注生產(chǎn)者)。
    • 應(yīng)標(biāo)明保質(zhì)期和貯存條件。
    • 法律、法規(guī)或者食品安全標(biāo)準(zhǔn)規(guī)定應(yīng)當(dāng)標(biāo)明的其他事項(xiàng)。

對(duì)于某些特殊類型的進(jìn)口預(yù)包裝食品,如鮮凍肉類產(chǎn)品、水產(chǎn)品、保健食品、特殊膳食用食品等,標(biāo)簽上還需標(biāo)注特定的信息,例如鮮凍肉類產(chǎn)品的內(nèi)外包裝上應(yīng)標(biāo)明產(chǎn)地國(guó)家(地區(qū))、品名、生產(chǎn)企業(yè)注冊(cè)編號(hào)、生產(chǎn)批號(hào)等信息,外包裝上還應(yīng)以中文標(biāo)明規(guī)格、產(chǎn)地(具體到州/省/市)、目的地、生產(chǎn)日期、保質(zhì)期限、儲(chǔ)存溫度等內(nèi)容。

  1. 準(zhǔn)備相關(guān)資料

    • 中文標(biāo)簽中所列進(jìn)口商、經(jīng)銷商或代理商的工商營(yíng)業(yè)執(zhí)照復(fù)印件。
    • 當(dāng)進(jìn)口預(yù)包裝食品標(biāo)簽中特別強(qiáng)調(diào)某一內(nèi)容(如獲獎(jiǎng)、獲證、法定產(chǎn)區(qū)、地理標(biāo)識(shí)、有機(jī)食品等內(nèi)容)時(shí),應(yīng)提供相應(yīng)的證明材料及翻譯件。
    • 標(biāo)注營(yíng)養(yǎng)成分含量的,應(yīng)提供符合性證明資料及其電子文檔,證明資料以產(chǎn)品中營(yíng)養(yǎng)成分的全項(xiàng)目檢測(cè)報(bào)告為主(如為外文原件請(qǐng)隨附中文翻譯件),海關(guān)總署有相關(guān)規(guī)定的,即按規(guī)定執(zhí)行。

    • 標(biāo)簽上標(biāo)注獲得的國(guó)外獎(jiǎng)項(xiàng)、榮譽(yù)、認(rèn)證標(biāo)志等內(nèi)容,應(yīng)當(dāng)提供經(jīng)外交途徑確認(rèn)的有關(guān)證明文件。
    • 應(yīng)當(dāng)隨附的其他證書或者證明文件。
  2. 提交備案申請(qǐng)

    • 符合性檢測(cè)數(shù)據(jù)合格后,判定該批貨物標(biāo)簽合格(對(duì)于首次報(bào)檢的標(biāo)簽系統(tǒng)生成該標(biāo)簽的備案編號(hào),由海關(guān)授予標(biāo)簽備案憑證)。

1、 Chinese label requirements for imported pre packaged food

According to the relevant provisions of the Food Safety Law and the Measures for the Administration of Import and Export Food Safety, imported pre packaged food should have Chinese labels, and the Chinese labels should meet the following requirements:


Basic specifications:


It should comply with the provisions of laws and regulations, and meet the corresponding food safety standards.

It should be clear, eye-catching, and durable, making it easy for consumers to identify and read when purchasing.

It should be easy to understand and have scientific basis, and should not indicate feudal superstition, pornography, or content that belittles other foods or violates nutritional science knowledge.

Food should be presented truthfully and accurately, without false, exaggerated, misleading or deceptive text, graphics, or using font size or color differences to mislead consumers.

Consumers should not be misled directly or through suggestive language, graphics, or symbols to confuse the purchased food or a certain property of the food with another product.

Content that has preventive or therapeutic effects should not be labeled or implied, and non health foods should not explicitly or implicitly indicate their health benefits.

Standard Chinese characters should be used (except for trademarks), and foreign languages can also be used simultaneously, but they should have a corresponding relationship with Chinese characters (except for trademarks, manufacturers and addresses of imported food, names and addresses of foreign distributors, and website addresses), and all foreign languages should not be larger than the corresponding Chinese characters (except for trademarks).

2、 Process for Filing Chinese Food Labels

The filing process for Chinese labels of imported pre packaged food generally includes the following steps:


Prepare relevant materials:


Original label samples, translations, and their electronic documents (if the product arrives at the port of entry with a Chinese label and does not have a foreign label, this requirement may be waived). If the original label does not fully indicate the ingredients and common names of food additives, a complete ingredient list in both Chinese and English must be provided separately.

Chinese label paper sample and explanatory information (the explanatory information of the label should include the manufacturer's name, the Chinese name of the product brand, the corresponding proportion with the actual product, etc.).

Copy of the business license of the importer, distributor, or agent listed in the Chinese label.

When the label of imported pre packaged food specifically emphasizes a certain content (such as awards, certifications, designated production areas, geographical indications, organic food, etc.), corresponding proof materials and translations should be provided.

For labeling the nutritional content, compliance certification materials and their electronic documents should be provided. The certification materials should mainly be the full item testing report of the nutritional components in the product (if it is a foreign original, please attach a Chinese translation). If the General Administration of Customs has relevant regulations, it shall be implemented in accordance with the regulations.

According to laws, regulations, and relevant national departments, approval for health food (including nutrient supplements), new resource food, probiotics, and imported food without national food safety standards must be obtained. Relevant approval certificates should be provided.

The foreign awards, honors, certification marks, and other contents marked on the label should provide relevant proof documents confirmed through diplomatic channels.

Submit filing application:


Customs declaration enterprises (or proxy inspection agencies) need to log in to the relevant label management system, truthfully fill in relevant information, upload label samples (less than 500K), export data files, and copy the data files to the customs label declaration staff.

The label customs clearance staff will upload the data to the label management system, and the label reviewer will conduct compliance testing after passing the review.

After the compliance testing data is qualified, the batch of goods is judged to have qualified labels (for the label system that generates the record number of the label for the first inspection, the customs will grant the label record certificate).

The label review staff will print a "label filing receipt" and submit it together with the health certificate to the customs declaration party.
